February 2026 Update: In February 2026, an official discussion was held on the detailed plan for the complex. Engine for Rapid Advancement of the Neighborhood In the past, the approved local master plan RATZ/BAM/1/50/50 defined a zoning plan (TABA) for ground-level residential construction and semi-dense construction in the Nahalat Yehuda North complex. Today, the new approved master plan RATZ/2030 designates zoning for high-density construction and the building of high-rises in the complex. Aside from these approved plans, the municipality, together with the Israel Land Authority (ILA), is advancing a detailed plan to establish a residential neighborhood of high-rises and high-density apartments in the complex.


The Israel Land Authority holds a large portion of the lands in the Nahalat Yehuda North complex and has a clear interest in rapidly advancing the plan, which will include an increased number of apartments in an attempt to solve the housing crisis. This is excellent news for private landowners, who are expected to receive building rights for many apartments instead of cottages, and for investors who purchase the land today at a low cost before it is available for construction.


A successful example of advancing a plan for such a neighborhood can be seen in the parallel neighborhood, Nahalat Yehuda South (Plan RATZ/1/51/50/1), where thousands of residents live. It was advanced by the Israel Land Administration in cooperation with the Rishon LeZion municipality, and thus was built and populated.


Only 15 Minutes from Tel Aviv! Nahalat North is the new neighborhood to be built in northern Rishon LeZion, close to Route 4, Route 44, Route 1, the Light Rail Green Line, the Metro Blue Line, and at a distance of only about 15 minutes from Tel Aviv. The "RATZ 2030" plan, approved by the District Committee, defines a zoning plan for high-density residential and high-rise construction. Today, the Rishon LeZion municipality, in cooperation with the Israel Land Authority, is advancing a new and rapid detailed plan for the "Nahalat North" complex and is working to significantly increase the number of apartments and upgrade real estate rights.
